OBITUARY: 
Salem - Arlene (Tarter) Baxter, 81, of Salem died May 19, 2013. She was born in Airlie, Oregon on May 11, 1932 to Charles and Elma Tarter. Arlene grew up on a farm in Airlie with her three brothers Robert (deceased), Ray, Henry and two sisters Charlene and Mary Lou.
Upon graduating from Monmouth High school in 1950 she married Robert Gerald Raines. She had a variety of jobs while raising eight children. During these years she lived in various parts of the state of Oregon including Baker, Hermiston, and Salem. In 1974 she married Arthur M. Baxter and lived in the Dallas area for a number of years until they moved to Hermiston, Oregon.
Her fond memories were of working the lunch counter/fountain at the Hermiston Drug store where she was well known for her good food and great pies all served with a beautiful smile.
Survivors include her husband Art; children, Rick (Sheryl) Raines of Beaver, Oregon; Susan (Gary) DeBruin of Thomasville, Pennsylvania; Darrell (Coleen) Raines of Kennewick, Washington; David (Sandra) Raines of Pasco, Washington; Deanna (Joel) Stein of Keizer, Oregon; Ronald (Diane) Raines of Cottage Grove, Oregon; Donald (Jessica) Raines of Oregon City, Oregon; Rodney Raines of Salem, Oregon; 19 grandchildren and 16 great grandchildren.
Visitation was Thursday, May 23, 11:30 am, followed by a funeral service at 1 pm, both at Dayspring Fellowship, 1755 Lockhaven Drive NE, Keizer. Interment at English Cemetery, Monmouth. Farnstrom Mortuary handled arrangements.
